Soweto is a township?

In most countries, a township is the smallest administrative subdivision to have its own democratically elected representative leadership.

In South Africa during apartheid the term township came to mean a residential development which confined “non-whites” who lived near or worked in “white-only” communities. Since the “demise” of apartheid, there was a rush to bury the apartheid tools and all of its associations. Yet Soweto is still being referred to as a township, even though it is the 2nd most populous city in South Africa. Why is this?
