Making events a safe event

The Exhibition Association of Southern African (EXSA) is urging all exhibition organisers to ensure that safety regulations are in place prior to exhibitions, following the recent gas explosion at the German School beerfest during which 18 people were injured.

Cooking and heating are the main purposes for which temporary gas and open lights are used during exhibitions. Coupled with highly flammable materials used in the construction of stands, marquees, furniture etc, the results can be disastrous if prescribed safety regulations are not followed.

Shaun Harrison, Fire and Safety Officer of the Johannesburg Emergency Management Services (EMS) explains: "Safety really should come first - looking after the patrons and organisers - yet traditionally only 2 ½ percent of the total cost of an event is spent in this area."

Harrison explained that EMS encourages all exhibition and event organisers to work with the department in making events as safe as possible. A weekly meeting is held at the Metro Centre in Braamfontein where exhibition and event organisers are given the opportunity to discuss forthcoming public events and the respective safety aspects. Observers are welcome to attend.

Following a recent workshop, EMS is currently compiling a list of the relevant by laws associated with public event safety. This booklet will be available in early July 2005. In the meantime, details can be found at www.joburg.org.za under Emergency Service by laws.

Organisers should liaise with the venue concerning the procedure for temporary gas and open lights during a public event as this entails the submission of an application form to EMS thirty days before the event and may be coordinated by the venue. Based on site plans, storage requirements and expected density (which considers permanent features, temporary features such as marquees and stands, and the number of participants), a safety plan is established.

A representative from the Johannesburg Emergency Management Services will complete an on site inspection prior to the event. This includes the checking of fire extinguishers, relevant signage, accessibility and the condition of the equipment. Any unsafe conditions must be rectified before permission is granted.
