Key purpose of the role

The HC Operations Business Partner is accountable for the delivery of all HC operations services. This role involves managing HC policies, procedures, and programs to ensure they are effective, efficient, and aligned with the company's strategic goals. This role is also accountable for the implementation and management of various HC functions including learning and development and budget management, workforce planning and executing recruitment, employee relations, workforce planning, recruitment, benefits administration, overseeing employee data management, maintaining the Human Resources Information System (HRIS), and ensuring compliance with labor laws and regulations (EE, BBBEE, COIDA etc).

This role requires strong leadership skills, attention to detail, and the ability to work collaboratively with other departments to support the company's HC needs.

The role acts as an employee champion, change agent, assesses, and anticipates Human Capital related needs.

The role needs to ensure the delivery of a positive employee experience, execution of the organisation’s goals, reward, and consequence management, as necessary.

Key outputs/ accountability

HC Operations
 
  • Oversee the day-to-day HC operations, including payroll data submissions, benefits administration, and HRIS management.
  • Manage HRIS and ensure data accuracy, integrity and ensure it is used effectively by HC staff to streamline HC processes and reporting.
  • Ensure data confidentiality and compliance with data security measures.
  • Provide training and support to HRIS users.
  • Oversee the implementation and administration of HC policies, procedures and processes to improve operational efficiency and compliance.
  • Generate and analyse HC metrics and reports to inform decision-making.
  • Oversee the onboarding and offboarding processes
Talent acquisition/access
  • Source the right talent in line with the talent acquisition strategy, informed by the organisation’s workforce requirements.
  • Utilise various platforms and strategies to attract at the different levels in the structure.
  • Develop and maintain a robust talent pipeline.
  • Oversee the recruitment process to ensure smooth transition and positive employee experience of new hires.
  • Developing structured onboarding programs
  • Manage turnover cost vs. new hire cost and develop interventions to address risk areas in the organisation.
  • Liaise with external service providers (e.g. assessment centres) and be accountable for decision making on services to be used.
Learning and development
  • Conduct training needs analysis and create training plans to address gaps.
  • Assist in the development and implementation of learning and development programs to enhance employee skills and career growth.
  • Oversee the design and delivery of training programs, workshops, and seminars, ensuring that training programs are aligned with organisational goals and objectives.
  • Conduct training sessions personally and facilitate train-the-trainer sessions where necessary.
  • Evaluate the effectiveness of training programs and make necessary adjustments.
  • Manage employee development initiatives and career progression.
  • Promote continuous learning and professional development within the organisation
  • Develop and manage the training budget effectively, ensuring cost efficiency without compromising quality.
Performance management
  • Support the development and implementation of performance management systems.
  • Provide guidance and support to managers on performance review processes.
  • Implement and coordinate employee development programs (PDP) and initiatives.
  • Assist the Stations and Line managers drive performance through sourcing relevant training and provision of support and advice when a need is identified, or a request has been received.
  • Ensure adherence to Performance Management cycles to drive a high-performance organisation.
Compensation and benefits administration
  • Oversee employee benefits communication and administration and ensure compliance with relevant regulations.
  • Assist with the monitoring of the company salary structure and the variable pay systems within the company.
  • Ensure the right benefits are offered to employees in line with the policy.
  • Evaluate and report on the effectiveness of employee benefit programs.
Reporting and Data Analytics
  • Prepare and present regular reports on HC metrics such as employee turnover, recruitment status, and compliance.
  • Provide the localised area with insights that drive the effective management of employees to ensure productivity and attainment of the organisation’s goals.
  • Accountable for the People Balance Sheet reports.
  • Establish a cause-and-effect relationship between what HC does and organisational outcomes - and then create relevant strategies to impact the business.
  • Manage the HC Master Data in localised area and provide various data inputs to enable other processes (e.g. remuneration)
Employee Relations & Compliance
  • Comply with all existing governmental, labour laws and government reporting requirements including EE, Skills, BBBEE as well as Health and Safety and ensure yearly submission thereof.
  • Ensure all training activities comply with relevant laws and regulations.
  • Prepare for and manage internal and external audits to verify compliance. Attend to all HC audit exceptions and ensure the implementation of preventative measures in localized area.
  • Identify potential compliance risks and develop strategies to mitigate them.
  • Protect the interests of employees and the company in accordance with company Human Capital policies, governmental laws and regulations.
  • Serve as a primary point of contact for employees and managers on HC-related issues and inquiries.
  • Collaborate with legal staff to interpret Human Capital administrative policies, advising employees and management on complaint investigation, progressive discipline and employee grievances.
  • Represent PMB alongside external provider at mediation and arbitration forums and defends the position of the organisation.
  • Handle disciplinary and grievances matters in areas of responsibility in a timely and effective manner. Facilitate conflict resolution and promote a positive work environment.

Educational requirements
  • Minimum of a diploma or bachelor’s degree in Human resources or related field.
Required knowledge and experience
  • Minimum 6-8 years of progressive experience in a Human Capital generalist or HCBP role, with a minimum of 5 years’ experience in HC operations
  • Thorough knowledge of employment laws and practices in South Africa (BBBEE and EE)
  • Exposure and experience in Talent Management
  • Proven ability to manage and lead a team
  • Strong knowledge of HC practices including the Change Management discipline
  • Experience with HRIS and other HR software systems. Knowledge and background of Sage 300 People system will be advantageous
