Purpose of the role

provide support for the appointed 16.2 ensuring adherence to OHS Act 85 of 1993 to ensure compliance, implementation, monitoring, maintenance and evaluation. To effectively communicate and provide information by relevant methods, internally and externally, in order to assist and enable organisational operations to continue risk-free.

Occupational health and safety
  • Occupational Health and Safety Act - Review and ensure compliance of our obligations and responsibilities regarding the OHS Act and statutory requirements. Ensure that all mechanisms, policies and procedures are in place.
  • National Environmental Management Act - Review and ensure compliance of our obligations and responsibilities regarding the EM Act and statutory requirements. Ensure that all mechanisms, policies and procedures are in place.
  • Ensure a HIRA as well as environmental aspects and impact assessments is completed and updated annually for all scope of services and that all mitigation factors are communicated and shared with all concerned.
  • Ensure that all relevant inspections are carried out and records maintained.
  • Ensure that the relevant safety structure is in place, legal appointments are made, and records maintained for such appointments.
  • Review, execute and manage our Emergency Management procedures.
  • Review and ensure compliance of our environmental and Waste Management plans.
  • Keep abreast of the changing Health and Safety legislation and ensure the company remains compliant and that management discharge their duties effectively.
Office support and administration
  • Maintain company HSE accreditations and ensure full compliance.
  • Update all office legal safety appointments as required when there are structural or leadership changes.
  • Monitor and manage training courses for consistent adherence to HSE requirements.
  • Schedule quarterly safety meetings for the office and provide feedback in safety meetings.
  • Schedule and ensure that external audits are carried out in accordance with legislative requirements.
  • Maintain a record of the Health and Safety office orientation.
  • Arrange annual and return to work Medicals for all employees in high-risk areas identified by the HIRA process.
  • Oversee PPE management of the safety team.
  • Manage and maintain complete and accurate Health and Safety records to the company standard.
  • To act as an advisory point to all staff and managers on matters arising to Health and Safety.
Safety compliance monitoring
  • Monitor and ensure compliance with relevant South African safety regulations, standards, and codes of practice.
  • Keep abreast of changes in legislation and industry trends to ensure ongoing compliance.
  • Compile a roster and execute daily, weekly, fortnight and monthly inspections to ensure maintenance of the HSE requirements and adherence to operational standards thereof (safety, ergonomics, environmental). Prepare reports and correct unsafe conditions and practices.
  • Ensure all employees, visitors and contractors have been orientated.
  • Management of Records: Checklists, Registers, Physical Files.
  • Ensure all PPE stock issued is recorded on issue registers and checks conducted quarterly on PPE issued.
  • Conduct regular inspections to identify potential hazards and risks. Update the Office based risk register and implement corrective actions required.
  • Review the Office based risk register quarterly with the H&S team. Communicate and train risk awareness with all concerned
  • Follow up with SHE representative’s inspections and close out of health and safety-related items.
  • Support and maintain safety document control procedures.
Policy development and implementation
  • Develop, review, and update safety policies and procedures in accordance with South African regulations and industry best practices.
  • Ensure effective implementation and adherence to these policies throughout the organisation.
  • Promote awareness to all individuals of the organization on the HSE Standards and other existing policies and procedures of the company thru trainings and presentations.
Risk assessment and hazard identification
  • Conduct hazard identification and risk assessment as well as environmental aspects and impact assessments to identify potential hazards in the workplace, recommend risk mitigating controls to the management team.
  • Develop strategies to mitigate risks and eliminate or minimize workplace hazards.
  • Assist in drawing up strategies and action plans to attain objectives and effectively implement the formulated corrective and preventive actions.
Emergency preparedness and response
  • Review and maintain emergency response plans and procedures.
  • Conduct drills and simulations to test the effectiveness of emergency preparedness measures and coordinate responses to emergencies as needed.
  • Provide safety emergency training and education to safety team so they are aware of the safety principals in their roles.
  • Track and record all findings of the emergency evacuation drills.
  • Devise action plans to deal with the gaps recorded during the emergency evacuation drills. 
Incident investigation and reporting
  • Investigate accidents, near misses, and other safety incidents to determine root causes and implement corrective actions.
  • Maintain detailed records of incidents and prepare reports for management and regulatory authorities as required.
  • Participate in Department of Labour inspections.
Environmental
  • Review and maintain the environmental management plan and procedures.
  • Create and manage awareness around Green Building status and other environmental affairs relating to the office environment.
  • Monitor compliance in this regard.
  • Ensure all resources are available to prevent any environmental emergencies.
  • Identify non-conformances through internal audits and inspections.
  • Identify hazardous waste and ensure correct disposal.
  • Evaluate if an environmental impact assessment is required on aspects such as:
  • greenhouse gas emissions.
  • energy consumption.
  • water consumption and water quality
  • waste output and management.
  • pollution mitigation and air quality
  • compliance with environmental laws.
Safey training and education 
  • Coordinate and deliver safety training programs for employees, contractors, and other relevant parties.
  • Topics may include emergency procedures, hazard awareness, PPE usage, and safety regulations compliance.
  • Implement and conduct Health and Safety office orientation for staff, contractors and visitors. 
Audits and contractor management
  • Focus on monitoring and auditing our permanent contractors to ensure compliance in all areas of the business with provision made for administration, updates, follow ups and debriefs with the safety team.
  • Ensure all contractor safety files are audited and approved before work commences.
  • Maintain records of such compliance audits.
  • Establish a Self-Audit Program to be used at the office for Ad Hoc contractors.
  • Ensure that External Audits are carried out in accordance with legal requirements.
  • To develop and maintain relationships and clear lines of communication with the office contractors to ensure that a safe environment is always maintained.
  • Conduct inspections on contractors in line with legal requirements. 
Permits
  • Implement and maintain a permit system.
  • Ensure that permits are issued to all contractors performing any work on site.
  • Maintain a permit register for all permits issued.
  • Undertake random inspections of the work areas to ensure compliance to the safety file stipulations as well as permit restrictions.
Safety communication and promotion
  • Implement and maintain health and safety standards.
  • Promote a culture of safety by communicating safety policies, procedures, and best practices to all employees.
  • Encourage active participation in safety initiatives and provide ongoing support and guidance.
  • Prepare and present when required various health and safety toolbox talks.
  • Support the SHE representatives towards overall improvements.
Requirements:
  • Grade 12
  • Certifications in SAMTRAC/SHEMTRAC, Incident/Accident Investigation, First Aid, Firefighting, HIRA, Auditing & Emergency Management.
  • National Diploma Safety Management / Environmental Health or Studying towards these qualifications will be advantageous.
  • Building Regulations Certification
  • 3+ years' experience as a HSE Officer within a corporate office environment.
  • Computer literacy – on all MS Office Package
  • Knowledge, understanding & interpreting of the OHSA and Regulations, Environmental Management, codes of practice, and industry standards.
  • Legal knowledge pertaining to statutory requirements relevant to the office environment (local & national).
  • Strong analytical skills and the ability to conduct thorough risk assessments and investigations.
  • Knowledge and understanding of Risk Management relating to legislative requirements.
  • Auditing and report writing skills in terms of HSE Compliance.
  • Strong on administration and organisation skills.
  • Ability to work under pressure and time management skills.
