    New recommended terms and conditions to guide advertisers, agencies and Web publishers when negotiating online ad agreements have been issued by the Interactive Advertising Bureau and American Association of Advertising Agencies.

    It includes guidelines on ad measurement, but the important issue relating to who owns collected customer data could not be resolved between advertisers and publishers.
