    Digital education library proposal for Namibia

    WINDHOEK, NAMIBIA: The Ministry of Education of Namibia, in cooperation with the UNESCO office in Windhoek, held a meeting on creating a digital education library for Namibia. The meeting, which took place last Friday, 20 August 2010, discussed the Namibian Digital Education Library Needs Assessment, commissioned by UNESCO and prepared by Open Learning Exchange.

    The Needs Assessment presents an analysis of the implementation of a digital education library for Namibia and attempts to briefly review Namibia's ICT and education policy, past key developments and initiatives employing ICT in education, as well as the current ICT and education landscape.

    Implementing the project

    The analysis emphasises that Namibia is well-positioned to undertake the digital education library project, which will enable it to become a model for e-learning in the Southern African region. The existence of several complementary projects, strong governance bodies, detailed policy instruments and specific institutions with e-learning mandates further increases the ability of Namibia to successfully implement this project.

    Namibia is often cited as being well ahead of other African countries in terms of the use of information and communication technologies (ICT), the commitment to ICT in education, a clear ICT policy and infrastructure. The country has set the development goal of high-quality education that would prepare students to actively participate in a knowledge-based economy and transform Namibia into a technology-driven nation.

    Improving education sector

    In order to achieve social and economic development, considerable resources must be put into the improvement of the education sector. Namibia has designed the 15-year Education Training Sector Improvement Plan (ETSIP) that recognises the importance of ICT in education.

    UNESCO contributes to the establishment of the digital education library for Namibia in the framework of its activities aimed at supporting member states in developing strategies for the use of ICT in knowledge acquisition and sharing.
