Sun International and empowerment partner Zonwabise own Port Elizabeth's only casino, Boardwalk, via Emfuleni.
Sun International corporate brand and communications GM Michael Farr said two "traditional, paper-based" bingo operators had started offering the game via electronic terminals, which the group is arguing contravenes its licence in the area.
Boardwalk's gambling licence was renewed for 15 years in 2010, after the casino's owners agreed to invest R1bn upgrading the complex on the understanding no other licences would be issued.
The Eastern Cape Gambling and Betting Board subsequently allowed Galaxy Bingo to operate gambling machines in the Moffett-on-Main complex and Bingo Royale to operate in Cleary Park.
Besides going to court to have these licences revoked, Emfuleni Resorts is also seeking compensation for the extent of the revenue losses incurred to date as a result of the operation of these "ECGBB-sanctioned electronic bingo terminals" in its catchment area.
"We have exhausted all other options, having engaged extensively with both the provincial government in the Eastern Cape and the Eastern Cape Gambling and Betting Board," Emfuleni Resorts chairman Bongi Siwisa said in Thursday's statement.
