Pay commission terms of reference published

The terms of reference of the Presidential Remuneration Commission have been finalised and gazetted, President Jacob Zuma said in a reply to a parliamentary question.

Zuma appointed the commission, to be chaired by retired constitutional court judge Sandile Ngcobo, to investigate remuneration and conditions of service in the public service and certain public entities, with the remuneration of educators receiving priority attention.

The commission will also look at matters relating to organisational development, job evaluation and grading, recruitment, appointment and promotion, human resource planning and performance management systems, policies and practices in the public service.

The terms of reference dictate that the commission will only consist of its chairperson.

The President may decide to appoint additional commissioners should the need arise at a later stage.

The commission will commence with its work as soon as it is possible. The chairperson will determine the methodology of conducting the work of the commission, including the drafting of the project plan.

It is envisaged that the commission will complete its work within eight months and that a further two months will be required for the commission to complete the final report.
