Film shoots in residential areas to be regulated

The Cape Film Commission has asked the Film and TV Unit of Cliffe Dekker Attorneys to assist in the facilitation of a process to regulate the use of residential properties for film and photographic shoots.

"With the proliferation of filming activity a need has arisen to create legitimacy and regulation. While there is public support for the economic benefits which the film industry brings about in Cape Town, there is also very real frustration at the inconvenience and invasion that it can cause, particularly in the context of residential properties," says a spokesperson for Cliffe Dekker Attorneys.

"This procedure will require significant input from the film industry and should ideally be part of a broader context, which addresses all relevant concerns, such as environmental issues as well as the use of municipal location."

The regulations, which could be implemented before the end of this year, will need to:

  • be easily administered by local authorities;
  • be of practical application for both production companies and residents who wish to utilise their homes for such purposes;
  • protect the interests of neighbours.
