TPP02, a black-controlled joint venture between the Publishing Partnership and O2 Design, will publish the IRB Rugby World Cup 2011 bid book.
TPP joint MD Mark Beare said: "The new company brings together the publishing, research and strategic competencies of TPP with the brand strategy and production expertise of O2."
